This is part of Jesus' work in this world:  it is part of the function of his body, the church.  In particular, it perhaps may be seen to be the visible work of those having the gift of 'governing', while working as one body with those of other 'gifts' in the body, with due humility and condescending to all others also in the body(with their varying (unique) gifts):  under the headship of the Lord Jesus Christ (the King of Kings (Lord of all)).
